After the pledge of allegiance, there was a moment of silence for Mark Kasper.

The request for vacation carryover was granted to the Town Clerk with the understanding that if the override fails and a state control board operates the finances of the town, then that vote may be null and void. Many offices are short-staffed. The BOS will consider each request for vacation carryover on a case-by-case basis.

An automatic amusement license was granted to Peaceful Pines and a Common Victualler License was granted to All Steamed Up in Otter River.

A motion was made that the BOS would sponsor a video clip of the financial presentation made by Interim Town Administrator, Bob Markel. The sponsorship is necessary in order to adhere to the policies of Channel 8. The video clip should be shown on Channel 8 after approval by the Cable commission.

The bid document for 252 Baldwinville Rd. has been prepared and will be placed on the central registry.

The BOS budget was discussed and it was agreed that the BOS budget would be reduced 2% to be taken out of Office expenses.

STM Warrant- The BOS was informed that the Director of Accounts from the DOR would come to Templeton on Monday April 14, 2014. …again. There may be an issue with the DE1 form. The deficit may increase from $505,000 to $585,000.

The DOR is filing special legislation to put Plan B into action as soon as possible after the May 5, 2014 ballot vote. Plan B = state control over the finances of the Town of Templeton. Cuts will need to be made in the town and school budgets. Benefits, wages reorganization of the town will happen if the override fails. The state will make a loan to the town that will need to be paid back. State control will last for 5 years.

Animal Control Contract – the BOS voted to have the Town administrator restart negotiations with Gardner for Animal Control services.

Town Office Lease/Move –

 The BOS voted to pursue relocation to another building for Town Offices. The deadline to be out of 690 Patriots Rd is July 1^st.

The BOS voted to commend and thank Deputy Fire Chief Larry Bankowski for 37 years of service to the Town of Templeton.

ATM Warrant – there are 47 separate articles on the Town Meeting warrant – including 12 citizen petitions. There are a few articles that will need legal clarification.

Budget Process –

In order to prevent the same financial scenario playing out year after year, the suggestion was made to follow the Municipal Calendar.

Town Administrator Search –

There were 6 finalists brought forward by the Town Administrator search committee. There were 20 applicants in all. One finalist has dropped out. The BOS will be scheduling interviews in the near future.

Comments-

Bids for property and liability insurance have gone out in order to lower those costs. It is too late to start the process for health insurance.

By the end of April, the tax liens should be ready for companies to come and review the portfolio of properties. The 5 properties in Tax Title will be auctioned off.

There will be a meat raffle on Saturday April 12 at the Baldwinville Legion to benefit Gilman Waite Field.

The Open House at the Senior Center was well attended.

On May 3^rd a puppet program sponsored by MOC will be held at the Memorial Congregational Church. MOC provides outreach services to the community.

The Annual Report will be dedicated to Charlie Perkins and Mark Kasper.
