    MAY 1 - SEPTEMBER 30
EEE Risk Level Raised to High in New Salem
From New Salem Health Agent:
Please see attachment for announcement from Massachusetts Department of Public Health concerning a case of Eastern Equine Encephalitis (EEE) in a neighboring community. The risk level has been raised in our communities to high. See press release for precautions and about limiting activities if possible from dawn to dusk. I am available to assist and discuss with anyone. My office # 978-939-2377 cell 617-584-9714. Phil Leger Health Agent New Salem Town Officials are urging all New Salem residents to empty all containers (including tires) of standing water.  Standing water breeds mosquitos.   See attachments for further information.

If one looks at the current Templeton Town web site and look under the board of health, you will see two numbers for the health agent, while the office number is now different from the above office number, if you look at the annual town report of 2012, you will see the office number for the TEMPLETON Board of Health was indeed 978-939-2377 and the cel phone number for Phil Leger was then and is now listed as 617-584-9714. So it would seem, at least in the past, that Phil Leger has been conducting health business for other towns while being paid by the people of TEMPLETON and using the telephone, PAID FOR by the people of TEMPLETON to conduct this business. I don't believe his position should be funded any more than 19 1/2 hours and let him collect his benefits from another community.

If one visits the web site for the Town of Barre, MA, you will find Phil Leger listed as the alternate Health Agent. No wonder he got 4 weeks vacation time from the day he started working in Templeton, with all the work he was doing for other towns, he needed Templeton residents to pay for his time off! I hope someone proposes changing the line item for the health agent salary / hours at Town meeting!

  1. Just so we are clear, I found this tid bit on the official Town of New Salem website so Phil Leger was posting the telephone number for the Templeton Board of Health as "my office number" on the New Salem Town web site under the Board of Health tab, so go ahead and google New Salem and see for your self.

  2. It does raise the question of -"how many hours do you have in one day?"

  3. It sounds to me like we are footing the bill for the information people from new salem will call him for on our phone system. We should have a regional set up for the good of all towns who employ him. The cost divided up for the total needed services he provides. For him to advertise the Templeton number is offering a free service to other towns. If many call him how will he get the needed work done. When does the line get crossed of who he is working for and when.
How does the tax payer feel about the office help used for this.
