The beat goes on........


Interest in the Templeton Senior Center from Kate Fulton and Julie Richard as they have recently made public records request for all the information on the Center.


To Bob M, if you have proof, as on paper, such as a copy of the handbook before any changes and a copy of the handbook after changes along with any written correspondence to state officials substantiating your claims, call me at 978-360-4634.


Looking thru some old Annual Town Reports, I came across this tidbit;
Special Town Meeting, October 23, 2001, article 14: to see if the Town will vote to appropriate the sum of 1.5 million for the purpose of paying the costs constructing a new operations facility for the Municipal Light & Water plant on land currently owned by the TML&W plant on Bridge Street....
to issue bonds or notes issued pursuant to this vote shall constitute general obligation debt of the Town, any such bonds or notes shall be paid in the first instance from revenue generated through the operation of the Town's Municipal Light & Water Plant.


On a motion duly noted and seconded the Town voted to appropriate the sum of 1.5 million for the purpose of paying costs constructing a new operations facility for the Municipal Light and Water Plant on land currently owned by the TMLW plant on Bridge Street in Baldwinville, and to meet this appropriation, the Town Treasurer, with the approval of the Board of Selectmen, is hereby authorized to borrow said amount under and pursuant to chapter 44, section 7 (3) of the general laws or any other enabling authority and to issue such bonds or notes of the Town thereof, and although any bonds or notes issued pursuant to this vote shall constitute general obligation debt of the Town, any such bonds or notes shall be paid in the first instance from revenue generated through the operation of the Town's Municipal Light & Water plant.


This information can be found in the annual town report of 2002. A couple things stand out to me, the Light & Water plant belong to the Town of Templeton, the Light & Water plant must get Town approval to borrow funds and if anything goes wrong, the taxpayers of Templeton are responsible for all the debt of the Light & Water dept. Of course that is simply my opinion and I am sure members of the Templeton L&W commission will have a different opinion as well as I am sure they will have an attorney who will/would write a different opinion, but that is the conclusion I come to after reading an official report of the Town and it's departments.

  1. Any idea of the amount the town paid for the old light dept bld?
    Was there a need to move quick due to the PCB issue?
    Did the town purchase it or was it a donation?
