    Gardner news ad is a fact? YES
    Higher cost for workforce? YES
    Thats not a reduction in costs! Nop!
    I call these things FACTS! YES
    Does Mr. Bennett use the Gardner news as a fact source also? YES AGAIN!

    So are any town Workers be offered the job before a non town worker?
    Is the job posted in house to local 39 union members first?
    Contracts for new hires have certain rule to fill openings and should be followed to the letter.
    Are they?
