New excavator, now the roads can all be fixed?

The Gardner News, front page, September 15, 2015, "an off budget bank account and $50,000.00 from the Planning Board." So I wonder if and when Templeton residents will find out what or where did this mysterious bank account come from, and apparently the Planning Board does not need any more funds to complete a Town master Plan because they apparently have plenty of funds. I have to wonder if Town Meeting has already approved of the transfer of these funds? I hope this is not another case of counting money you do not yet have again. But on the bright side, all of the roads can now be repaired and fixed!  Now in a couple of months, Templeton residents get to decide if they wish to remain in perpetual debt. A debt exclusion is when your taxes are increased for a set period of time for a specific thing and when it is paid off, your taxes are supposed to be reduced by the amount they were originally increased. In this case , it would be for the cost of the high school, but now you will be told to just keep paying so we can have a new school and by the time that is paid off, the middle school will be pretty near 100 years old!
