  2. Gee, the filter looks like it needs changing. I wonder how often they replace them ? I am willing to bet, not often enough. So, good old John D. did not have the courage to write a note explaining why the big increase was needed ? Something seems wrong with that. After all, you do own the Water Department, believe it or not. Bev.
