Tax Bill and need for a Special Town Meeting

Okay so the tax bills have been delayed and we need to have a special town meeting ASAP. That means AS SOON AS POSSIBLE get it - Chairman of the Board Chris Stewart. The director  of Accounts Mass DOR/Division of Local Services Gerard Perry has said that the tax recap can not be accepted and the tax rate cannot be set until we have a special town meeting to reverse the vote of article 31, May 2012 Town meeting where it was voted to transfer funds from the MEMA Reimbursement account. See Julie's Blog Tax bills delayed . So lets see who screwed with the warrant back then - Carol S, K&P, who was our chairman - Bubba. Now this all has to be fixed, Woo Boy another screw up by the now infamous team! Soo Chris Stewart what are you going to do about all of this- Do you understand the importance of this? do you get it. Do you get the repercussions. Does VW or Scrappy get it? this is why we need to start thinking about The May elections. we need good leadership in our town. Not bumps on a log. We need elected officials that get it.Get it?

With no tax bills going out there is no money coming in. we will have to borrow. borrowing cost money, Get it? We need to get this straighted out as soon as we can. Even waiting until Jan 14th the next selectmen's meeting to discuss it is time wasted. Mr Stewart should be calling an emergency Selectmen's meeting NOW. and set a date for the special town meeting NOW. Where the hell is our leadership.

SO this brings me to some other questions - how did we pay those ice storm expenses? did we do short term borrowing? if we did - how did we pay the short term borrowing? why wasn't the reimbursement from MEMA put into free cash? where the hell is the paper trail for all this?
What other issues does the DOR have with how things were done in Templeton by our former Accountant and former Town Coordinator and our Former Town Attorneys.
What do you all expect with three dummies sitting on the board and I sure don't mean Julie and Jeff hee-hee-hee.

  1. What is the effect of rescinding the vote? Is it merely a procedural problem or do we have a serious budget shortfall?

  2. Think it's more than just procedural problem, thinks we have to come up with the 180k or whatever it was in addition to rescinding the vote.

  3. Hmm, the next BOS is 12 days out? And how many days before a STM does it have to be posted? Isn't it like 2 weeks? So, you're looking at the end of the month at best. And how long after the STM vote does the tax rate process need to be set? More importantly, how are we going to come up with $200k (MEMA money and VA money)? That sounds like an emergency meeting need for sure. If they set a meeting for Monday, the 7th, they'd still have time to post the meeting under OMLs. Which means they better post be 5pm tomorrow. Come on Chris Stewart. You wanted to be Chair. That role comes with responsibilities especially in times like this. If you cannot handle the job, resign. And yes, expect to have to answer why we're in this pickle at the meeting. So, if you don't know, you have to go find out the answer BEFORE the meeting. Take your copy of the bylaw book to work with you. Maybe print out some paperwork from the mass gov website on levy limits so you can brush up on the guidelines. Maybe borrow that book from Columbus he "read somewhere" all contracts are void with a restructure of the BOS. Sounds like he has a good source of municipal advice. Oh wait! That's who got us here in the first place! Hmmm...maybe the recall wasn't what was best for the town. Maybe "Julie's People" have valid concerns and complaints. Cuz its looking like LTPS, Inc. and the Echo Hill Gang are being exposed for their poor leadership and lack of intelligent management right about now. So, please step up and be better than all of this and do the right and responsible thing.

  6. I don't think Mr. Stewart has time to handle all this. He's too busy guarding the Social Security Office with his big sidearm and also checking all those monitors and telling people to "take a number".

  7. Just wondering if this STM/tax rate issue came up at the advisory board meeting tonight. Wondering where the $$ is going to come from?

  8. Town Bylaw Article II section 4 - 14 days to post the meeting and section 5 - warrant has to be open a minimum of 14days before posting - 28 days total. Need to book the school auditorium. Next selectmens meeting is Jan 14th lets get rolling. Tax rate must be set and approved by end of March so the bills can go out April 1.
