April
14 2014 BOS meeting
…and
the movie
Part1 of the April 14, 2014 BOS Meeting
Part2 of the April 14, 2014 BOS Meeting
The
meeting moved along quickly. There was no motion on an appointment..
The
police chief came in to ask for a vote on No Parking signs by the new DD in
Baldwinville. The post Office will still have 2 spaces in front for parking.
The
Police Chief announced his retirement as of June 30, 2014. Sgt Paul Schwartz
will be retiring before June 30th. Donna Sans will be retiring on
June 30th as well. May they all have many years of a great
retirement! Templeton is blessed with truly dedicated people.
Bob
Markel presented the Town
Administrator’s report. There are two pieces of good news! After the
meeting on Monday, the shortfall remains at $505,000 not $585,000. Bob Markel
stressed that state control would be a straightjacket for Templeton. No one
wins in that scenario. This places extreme importance on the passage of the
override for Templeton.
Also,
Bob was going out to bid for Property & Liability insurance, but he town’s
premium decreased 8.2 % for a savings of approximately $18,000 next year.
Bob
Markel’s explanation and recommendations on the DOR process on certifying
Free Cash and setting the tax rate.
The
BOS will be scheduling interviews with the five candidates for town
administrator shortly. Questions will be developed for the interview process.
The names of the candidates will be released shortly.
Discussion
on moving town offices was discussed. The bids for the roof and boiler at East
Templeton will go out to bid once they are written. The bid process will take
several weeks. Employees at 690
Patriots Rd. will be asked to start packing items that are not used everyday.
Water will be turned on at East Templeton.
There
was some discussion about using one of the buildings at the Templeton
Development Center on a temporary basis. The Police Chief will look into that.
The
Veterans budget was discussed. In six days, John Caplis, the veteran’s agent,
has identified 11 new veterans eligible for services in Templeton. Mr. Caplis
is working on a town community outreach board and is working to make Templeton
a Purple Heart community.
On
the amended agenda, the Supt. of schools appeared before the BOS to have
designer contracts for the new elementary school signed….again. The Supt. asked
for the BOS to sign the contract with the additional services for surveying and
other services. The issue of amount of money remaining from the original $550,000
is still unresolved. This selectman believes you shouldn’t sign a contract if
you don’t have the money. The issue should be resolved shortly.
Capital
articles were discussed briefly. No action was taken in light of the override.
There
will be joint meeting of the Advisory Board and the BOS on April 30, 2014 to
review the budget for FY 15.

The idea that a person who no longer lives in the town of Templeton, was to be reappointed to the Board of Appeals got Pete Kasper riled up. I agree with him on this one. If you want to take part in decisions about this community, then you should choose to live here. It is not like we have a shortage of people who can do this job. I do not think we need a bylaw to tell us what common sense can, if you leave the town, you leave your appointed positions behind. I have a really good feeling about our new Veterans Agent. I think he has a good attitude and that will make it easier for people who could use some help, feel free to go to him. One good decision from our BOS !! I was a little upset with Ken and his problem with not getting the numbers he wanted for something. I think he is doing a good job as the Chair of the BOS, but he is going to have to cut people some slack. We are going to have to do with less, a lot less, and the people on the BOS need to understand that. Holly has her plate full, and it is not going to get any easier, so some of these people need to understand they may just have to do some things for them selves. As for the accountant, he has had a very hard job, undoing someone elses mess. He was ready for the DOR, with all the answers, and deserves a hand for that. I guess maybe people need to think twice before reading anyone the riot act, or they may be looking at a empty chair. Just saying, Hee, hee. Bev.
ReplyDeleteI join Pete and will do what it takes to keep only Templeton's citizens for Templetons boards. After all Gerry Skelton would want it that way, right tom.
