Templeton residents easily approve $505,000 override

TEMPLETON — Voters at Saturday’s Special Town Meeting answered with a resounding “yes” when asked if they would support a $505,000 Proposition 2 1/2 override — sending the question to the town’s election ballot in May.
After a recount was requested, the final tally stood at 224 to 49 in favor of the override. All four members of the Board of Selectmen also raised their hands in support of the override.
Interim Town Administrator Bob Markel gave a short presentation before the vote to update residents on the current financial situation — revealing that the town’s free cash number certified by the state Department of Revenue was actually in the negative.
“The town not only doesn’t have a positive free cash balance, we have a deficit of $26,000,” said Mr. Markel.
According to a letter received by Mr. Markel from the state, Templeton has a deficit of $26,899 in their general fund and no free cash for appropriation — a situation Mr. Markel described as “very rare”.
The news made the warrant article pertaining to the use of free cash to close the budget shortfall irrelevant, as there was none in the general fund.
Estimates provided by Mr. Markel had the $505,000 override raising the tax rate by about $0.94. This year’s rate — after the override last summer — was estimated at about $15.26 per $1000 of property value. That rate would increase to around $16.20 for Fiscal Year 2015 with the new override.
During discussion on the motion, it was brought up that the $505,000 shortfall had supposedly shrunk after a recently visit from Deb Wagner of the state revenue department. Mr. Markel said that while the numbers were initially in the town’s favor, upon further review, what Ms. Wagner told them turned out to not be the case and the deficit was still $505,000.
There was a briefly entertained motion to delay the meeting, but both Mr. Markel and Selectman Kenn Robinson explained that the state has given the town a firm deadline of March 31 to have a plan in place to address the deficit and should the meeting be pushed off further, the revenue department could take control of the Templeton’s finances.
Mr. Robinson said both delaying the meeting and voting against the override would be “devastating” to the town, although he sympathized with residents who were still seeking answers he was unable to provide.
“The majority of the people that can answer those questions are no longer responsible to the town,” he said. “Since this deficit was discovered, the Town Coordinator is no longer with the town, the Town Treasurer is no longer with the town, the Town Accountant is no longer with the town and the Chairman of the Board of Selectmen is no longer on the board.”
Mr. Robinson said that towns dealing with similar-sized deficits, when taken over by the state, would generally see funding of all “cultural” activities eliminated — which includes closing the library, shutting down the Council on Aging and stopping all maintenance of town parks and recreational areas.
Although the override passed, the town is not out of danger yet — as it still needs to be approved at the May 5 Town Election. If it fails at the ballot, the community could be in serious fiscal trouble and the state could still pursue special legislation allowing for Templeton to operate in a deficit and for the office to take over the town’s finances.
After the fiasco the school pulled the time they whined their way to win their override I will tell you this, I WILL NEVER EVER VOTE YES ON AN OVERRIDE EVER AGAIN , MY WIFE INCLUDED !!!!!

Lol. Technically speaking, there was no override for the school. They were both for the town, if you are one who believes they are separate.
DeleteTechnically speaking, there was one override in the fall. Part of the money raised by the override vote was to pay for the town of Templeton's school assessment cost for NRHS, which is legally separate from the town. They are two different legal entities, check the law. If it were not for the school district, there may have been no override vote at all in the fall. Go back and check and you will find a newspaper article with Ruth Miller quoted as saying "I'm surprised the town has not made any adjustments, but that is not my problem, the district is my concern." So they are separate and you can huff and puff all day but they are two separate legal entities.

ReplyDeleteI don't think some chicken shit no balls individual who does not have the moxie to sign their real name to what they write should be saying lies about anyone. Jeff Bennett did not run this town into the ground, that happened way before I was elected. My above post was not complaining, it was explaining that the town and the school are two separate entities. Jeff Bennett is the person who brought up consolidation, regionalization and per diem positions for things such as health agent. In the 2012 annual town report from Barre, Ma, the per diem health agent is listed as Phil Leger, yeah the full time health agent from Templeton and in my opinion, the is what this town should do, thereby getting away from forever bills such as retirement and health insurance costs as much as possible. selectmen Robinson says people want answers but the people who have them are no longer around, well I have not gone anywhere.

Most anyone that has lived in this town for the past ten or fifteen years, knows who is responsible for our money problems. DeleteI did not run the town into the ground, you like that better! I tried quite a few things to address the issues. You lied in saying I ran the town into the ground. Now after I am off the board, consolidation suddenly comes into play, one of the things I brought forward many times. I wonder if you voted for because you did write on this blog that you would not support any override. Why don't you go to a BOS meeting and stand up and say I am huff and I have a question. What is your tough question anyways? My question is this, if people are still asking questions at selectmen meetings or town meeting, why don't one or more of the present selectmen take the time to go thru the records and find the answers, it is all there in the selectmen office and or town clerk's office. You just have to care enough to look but I am done trying to swim upstream. Go back to May 24, 2010 and see the legal opinion from K&P on the conservation agent being paid more than his pay grade allowed. Go and ask why then town coordinator said it was an emergency to adjust his pay. Go back to 2012 and ask why 3 selectmen wasted $25,000.00 of taxpayer monies to promote what?? As for doing nothing to fix it, check who paid for an ad in the newspaper suggesting what was needed to address the financial issues in Templeton. And you still do not have the moxie to sign your name to anything so enjoy. Next time you are at the selectmen meeting, ask them if they would support regionalization of the health agent or if they support moving to a per diem (pay when you need) a health agent?

Not hardly, I just do not think it correct for a sitting selectmen to say all the people who could answer the questions are gone when that selectmen has access to all the information to answer any questions on the financial issues. As for the fan hitting anything, that happened back in May 2013 and was pointed out on December 13, 2013. A coward is someone who will not sign their name to what they write. And I am pretty easy to find. So you have a nice day.
