At the very least, Superintendent Casavant has admitted that Templeton has always paid "its fair share" and then some! 

The current shit show has been developing for quite some time.

Remember the last time around, when Phillipston stuck it to Templeton taxpayers? That action at the last joint town meeting created the conditions for the current situation.
