In my opinion after reading the political ad on Page 5 of the Gardner News, Dec 16th, and I quote “Thank you to all the voters of Templeton for signing the recall petition”. Don’t you mean – I’m sorry for intimidating you taxpayers that signed those recall sheets “under duress”. I suppose you recall people helped organize the election last May, 2011. Are you proud of the outcome of that election? I saw a lot of shoulder patting for a week or so after the election, then along came Jeff Bennett with his out of town lawyer for the tune of $4000.00

I am speaking in response to Political ad/Gardner News 12/16 page 5

I hope all you people who signed the recall petitions realize that the papers you signed were for the recall of Selectmen Julie Farrell and Robert Mitchell. The “Let the People Speak” group are angry because at the two hearings for the former town coordinator; Chairman Julie Farrell did not allow anyone to ask questions or speak. These were the only two meetings since Ms. Farrell became chairman that she did not allow people to speak and the reason she did this at the meetings on 9/26 and 10/11 was – These meetings were “hearings” for the former  town coordinator. They were scheduled for “executive session” as the law requires. The law also states that it is the person whom the hearing is for that has the right to have an “open session”. This only means that it is open to the public to attend. The Chairman has the right to run the meeting as deemed necessary. Ms. Farrell was warned by the town’s labor counsel that Ms Skelton’s attorney Mr. Rahavy had made the statement “to be prepared for a circus”. How should she have run it – as a free for all? Maybe the recall people should all have attended the meeting back when G Skelton was chairman – he not only didn’t let people speak – he often yelled at anyone he disagreed with!   Just ask taxpayer/businessman Tom Royer. Money - Money - Money!!!

Hello friends –
Money – money – money. It seems in my opinion that those recall people do not care how your tax dollars are spent. I watched Chairman Julie Farrell bring up a question at a selectmen’s meeting about mass gen’l law updates for the selectmen’s office that cost the town $3,000.00 a year and the Mass Gen’l Laws can be looked up (for free) on the state website. A few of the people that have use of those books don’t use them anyway, look at K & P’s past bills to the town. “see my blog Nov 14, 2011” Julie Farrell suggested to drop the updates. She got flak from Bob C and Chris Stewart and a couple of people in the audience. When the selectmen interviewed the 3 final candidates for town coordinator, all three said that is was a waste of money. There was no need to purchase the updates with the MGL being online. I bet the recall people want to recall Julie and Bob M again (fast) before they save the town of Templeton too much money. Hee – Hee – Hee! I myself PHC can put on paper ways to save Thousands of dollars NOW! I did put it on paper once but it got “lost” in the recall effort somewhere,

When us “humble” people ask about wasted money, we and I am “speaking” for many are told by the powers that were that it is needed. It is a must. (yea right) like a hole in your pocketbook. Hundreds of you taxpayers have ideas on how to save the town money – send me a note and I will try to get it addressed, but if the recall is successful hang on to your “billy Goat” because bad sh----- will happen I can guarantee that, as I am sitting here writing this blog, another issue came to mind. Your proposed new town hall building at 252 Baldwinville Rd. the architect was asked (at the Town meeting in November) about the odors and dust and chemicals that are in the building. Guess what? The architect said and I quote – “ you won’t have to worry about that , its going to be covered up. – (get it) covered up!!! Just like a lot of other things that got covered up. Why can’t we the people that are speaking, get copies on paper of the progress on that building? 252 Baldwinville Rd.

Look at all the progress reports on the senior center that are given us taxpayers and other committees like the common improvement deal and Alan Mayo with all the grant stuff for the town and the sewer dept and the police dept and the highway dept. but the town hall building committee has kept everyone in the dark. How come? is this building going to be our town hall or at the last minute this building will be given to the highway dept. for good use –  sand for our icy and slippery roads. But will Bud Chase have enough diesel and gas to do the job? Ho – hum- I am surprised the building committee hasn’t given us a progress report, but they aren’t afraid to ask you naive taxpayers for another ½ million to start with, oh sorry – its only $400,000.00 to be raised by taxes and $157,000.00 from the Pajari fund. That sounds better than ½ million  $400,000.00 plus $157,000.00. I hope I got those figures right, so at town meeting the building committee are only asking $400,000.00 plus $157,000.00 from the Pajari fund. That sounds like just over 1 /2 million to me. How does it sound to you taxpayers? Now hear this, if the $400,000.00 fails (which I am 100% against this project) the building committee still wants the $157,000 from the Pajari fund. Kind of greedy huh?

A friend of mine asked me the other day what I did with all my blueberry money for the last 50 years. I said I paid all my taxes and permits and special permits like repair plates, bond for keeping a class 2 license, drivers licenses etc. He said “wow” have you got anything left? I said just enough for a six pack of bud light in New Hampshire. So if you taxpayers have a few blueberry dollars left, why not donate it to the proposed new town hall before town election in February 2012.

I am hoping all responsible taxpayers vote “NO” I am voting “NO” on the recall of Julie Farrell and I am voting “NO” on the recall of Bob Mitchell. And I am voting “NO” on the $400.000.00. this is December 12th 2011 – now I have to wait to see the ballot sheets to see what has changed – if you know what I mean.

Do any of you remember town meeting 2010? Article 23, about grade  changes. Again another attempted move by the powers that were. We taxpayers worked hard to stop the concom agent’s move – and it personally cost me PHC a lot of my blueberry money and thousands of our taxpayers dollars. Get the 2010 annual report and see for yourself. On paper – page 155- look at the amended article 23. Also look on page 7 – re: appreciation -  other words we taxpayers were lied to by the powers that were, the concom agent was already being paid at a grade 10 (illegally) for 23 months before I caught it. Thousands of dollars out of our pockets and my complaints about that issue were ignored.  By the then coordinator and the then chairman. But Julie and Bob M and Jeff are getting that addressed. I can’t embarrass those 60 percent (3) of the selectboard at the time so I must join them so I don’t need to be embarrassed.

I have taken out my papers for the replacement of Julie and Bob M if they are recalled. What if the two are not recalled, am I wasting my time? Is it going to be confusing or what?? Is the town clerk and whoever else is involved in writing the ballots thinking about the confusion of the ballot? Why not do the recall, then the $400,000.00 deal and save part of who is going to replace the 2 recall people for “later”. Like all my complaints, myself and 100’s of supporters of Julie and Bob M are going to be out in force. The powers that were made a big mistake on this recall sh-----. I hope the Board of Selectmen uncover more wrong doings by the powers that were and help me and all concerned taxpayers before the February election. This will help to put more frosting on the cake. And let us go about our business knowing we have a good board of selectmen looking out for our best interest.

Let the People Speak = Let the Town Get Sued

Some residents of Templeton are outraged that they were not allowed to speak at the Board of Selectmen meetings that were held on September 26, 2011 and October 11, 2011. As
Chairman of the Board of Selectmen, it was my decision to limit discussion at those
meetings to the Board of Selectmen and the former town coordinator. According to the

Attorney General’s Open Meeting Law guide:
"While the public is permitted to attend an open meeting, an individual may not address the public body without permission of the chair. An individual is not permitted to disrupt a meeting of a public body, and at the request of the chair, all members of the public shall be silent…”
 
These are the reasons why I chose to run those meetings (9/26 + 10/11) in that manner. I
was informed by our labor counsel that these meetings would most likely be held in open
session. It was relayed to me through our labor counsel “to be prepared for a circus. "This
statement is attributed to Attorney Rahavy, the attorney representing the former town
coordinator.

Well in my opinion time opens all old wounds. Last night I received (on paper) a complaint by Carol Skelton against Jeff Bennett, Julie Farrell and Bob Mitchell for (aggrieved) by these three selectmen on Oct 11, 2011 as retaliation against her (Carol). How naĂŻve do you think taxpayers have to be to ignore Carols complaints to be discriminated against. These three fine selectpeople Julie, Jeff, Bob M.  If your doctor told you not to eat certain foods would you ignore your doctor?

My Signs

I hope all of you noticed my "I am speaking" signs. Here is another shot in the back by the powers that "was", a few people that I asked to put my signs on their property, politely said "no" because they feel they will be the target of the powers that "was" in Templeton, well I accepted their wish. I am not mad - because - they are afraid of retribution, by you know who. But fear not I have received phone calls from townspeople asking me to put a sign in front of their house, This is the beginning of the "I am speaking" campaign.

Phase 1 Environmental Site Assessment - 252 Baldwinville Rd aka New Town Hall Building

If anyone would like a copy of the Phase 1 environmental site assessment that was done on 252 Baldwinville Rd - the building that will be turned into the new town hall.  Please email me a cosentinosalvage@hotmail.com and I will email it to you in pdf format.  Please note that only Phase 1 was done - not phase 2 or phase 3 - Phase 1 is just looking through paperwork, what was not done was any soil testing or any ground water testing - as the Mass DEP will tell you as they told me Phase 1 is a nothing, just paper work usually done for realtors. The real environmental testing (21E) is phase 2 and 3 - now heres the problem, we (the town) purchased the building without phase 2 or 3 ever being done. Anyone want to buy some oceanfront property in Templeton?  Well email me - I'll sent you the report and you tell me if you think that we should have purchased this builing and land with out a full environmental (21E) done ALL PHASES.  They plan on putting a  geo thermal system in - that means going under ground - with out testing the ground!!

Hello Friends

I wonder if the recall people had time to look in the mirror to ask themselves, am I doing the right thing about this recall garbage? Let the people speak, let the people speak let the people speak – that’s all I see around town on the recall signs, what happened to the recall sign in front of Bob Columbus’s houes, on Main Street Otter River? My “anti recall” signs are going up around town – if you haven’t seen one they say “I am speaking” . Do you people think Julie Farrell, Bob Mitchell  or Jeff Bennett are going to stop me from doing this  - no – because it is not designed to spread propaganda. It is designed  to spread the truth, about what has been going on at Town Hall for years and years. Yes I have a lot of bona fide complaints over the past few years. And remember this – not one of my complaints have been answered. Not one! But now after investigation and recount of the board of selectmen last May 2011, We have three selectmen, Farrell, Mitchell, Bennett that are not afraid to step up to the plate for me as a taxpayer and the rest of the taxpayers and  a few misinformed (morons),in my opinion , want to spread the poison to recall Julie Farrell and Bob Mitchell. And cost us taxpayers thousands of  taxpayers’ dollars (the recall people say it doesn’t cost anymore because there is a ballot question on the over ride for the new town hall building – well more questions on the ballot means  more hours counting votes – pole workers don’t work for nothing) not to mention the embarrassment when the truth comes out by the Dept of Revenue and other agencies that I have contacted in the past few months. And again in my opinion – I quote Shaun Grimley “you just won’t like what you are hearing” when you are running out of “dodge” . It’s taken a long time but its worth it to me and all my followers, we are not the ones that are going to be embarrassed. How do you think former House Speaker Sal Dimasi’s family felt when he “Sal” was admitted to Federal Prison for 8 years. It took a long time and investigating, but they got caught and don’t forget, Templeton is no different – when it comes to fraud and misuse of municipal funds and intimidating witnesses. recalling the wrong people

I don’t know what the organizers of the recall effort are talking about. The past Board of Selectman Chairman D.O’B. let me speak at a selectmen’s meeting and then 2 days later someone (Big secret) convinced the Police Chief to throw me under the bus – but it back fired. Then I get the new chairman to listen to me along with Jeff Bennett and Bob Mitchell and they are investigating my complaint. And I am happy about that. So what’s the problem people? What does due process mean – 6 or 7 years under the rug? In my opinion – why don’t all you do-gooders wait another couple of weeks to let me  “not the miss informed big mouths, ” to prove all my complaints are bonafide.  Who is trying again to hide what from whom? I am losing a lot of friends because of illegal BS that went on at town hall before Jeff Bennett took the seat from you know who, who had taken it illegally. This is still my opinion. I hope everyone who reads my blog will look in the mirror and ask themselves, have I been bullshitted or what? Is it true that the organizers of the recall went bed to bed at the Baldwinville Nursing Home? If that’s so- that is the cheapest move so far from that group. It must be true – I checked the petition papers and sure enough I recognized a few names of people I know are residents at the nursing home. Isn’t it bad enough that these organizers stood in front of each precinct post office and intimidated people trying to go about their business? I know  now how the organizers got the signatures they needed but please listen to me, it is like someone stabbing you in the back and then taking bets on witch way you fall.  I believe if it gets to the ballot box for the tune of 6 to 7 thousand dollars of your tax dollars, people will vote a lot different. Nobody will be standing over your shoulder at that nice secure 3 sided box. This time I will be on hand to watch the counting of the ballots. Remember what happened election day may 2011 the only one sorry about the change in who won the election was Jeff Bennett it cost him $4000.00 to prove to all his supporters that he won legally. I also talked to another taxpayer that signed the recall because he was mad at Chief Whittaker. I said why pick on Julie and Bob M? His reply was none of them care about the tax payers.

I personally encouraged Jeff Bennett to order the recount of selectmen’s ballots, May 2011- look what happened after a $4000.00  fee for Bennett and a cost of thousand to the us taxpayers. Was Julie and Bob M to blame for this mistake? Was it a human error? I am still fuming about how Gerry Skelton went to the town Clerks office a looser and came out a short time later a winner. Sorry Carol H - but what do you think happened? Did someone do something illegal again? Without thinking of the recourse from all us taxpayers. “note” I pay over $15,000.00 a year to Templeton and I don’t like anyone reaching into my pockets for personal I agendas.  And these recall  people want to throw the good selectmen out and bring back the ?????? – sorry I’ll leave that up to your imagination – they might sue me – they are sue happy you know.

I personally talked to a person that signed the recall papers – that person did not have their glasses on and were told by the recall carriers that Julie and Bob M were firing a lot of employees and other lies about why they want to recall Julie and Bob M. How many other voters and even the non-registered voters were told the same thing about the reason for the recall petitions.

Monday's Selectmen's Meeting

I attended the Selectmen’s meeting last Monday – there were a lot of “recall supporters” there.  There big saying is “let the people speak” well … A Mr Sparks and his neighbors had some complaints about the Candlelite. Well whether you agree with the residents or you side with the candlelite is not the issue.  These “recall” people say let the people speak yet as Mr Sparks and his neighbors left the meeting they were laughed at by the recall supporters.

I just got the Gardner News and read the Town Clerks report on the recall effort by TGN reporter Mark Harranas. He said that the town clerk verified the needed 900 signatures on both petitions. The town clerk said she certified 900 signatures on each petition, I hope I can see those signatures myself because I am a hand writing specialist.

in a recent Letter to editor, Kathy Matson wrote that if you have lost confidence in your elected official it is your right to be able to remove them from office. As an elected member of the Templeton BOS, I thank her for making my point. If a majority of the BOS lose confidence in a person appointed to a position, it is our right as selectmen to remove them from that position, and in the case of coordinator, the BOS had the MGL behind them.

Let the people speak???

I see signs going up around town saying "let the the people speak".     well  I have a copy of a letter that Carol S had K & P send Jeff Bennett (before he was a selectmen ) telling him to stop asking questions at Selectmens meetings - note Bob M and Julie didn't know the letter was sent. Why didn't you people speak up when former Selectman Skelton told me - meeting after meeting that I could not speak. Finally when he was no longer on the board I got to speak. and for asking "do I have to go postal to make someone listen to me" (about my complaints) my rights were taken away from me for 20 days - illegally - That meeting was a open meeting violation per the Atty General (I have that letter too)  And lets not forget the most famous time that some one was not allowed to speak - Have you all forgotten Former Selectman Jerry Skelton telling Tom Royer to " sit down and shut up you don't live in town" (but Tom is a taxpayer and does plenty for this town)

1.       Our Town Counsel  was not “fired” they were not reappointed -  Talk about wasting money, K&P charges us for monitoring the bankruptcy of American Tissue Mill Inc. about $8,000. However American Tissue Mills of Ma Inc. the owners of 20 properties in Templeton is not and has never been part of the bankruptcy.  Also K&P let two (court ordered) Writs of Attachment in favor of the Sewer Dept. expire, the writs were for $3.7 million and $4 million. Just some points

Recently we went to town meeting and voted on an article concerning the fuel account needing more money. Well maybe someone should take a look at the Animal Control Officer's driving logs. She was spotted in Gardner on Oak Street picking up two boys at 9:45AM on Tuesday, Nov. 8th.  As of when do our tax dollars pay for personal errand running? One more thing that Carol S was aware of (animal control abuse of her position) and kept from certain selectmen  - just like all my complaints about how a certain ComCom chairman and member treated taxpayers and about the agents illegal pay increase over two years.  and Bob C, Chris S and the Recall crew say they were kept out of the loop. How about a Town Coordinator that took my complaints and information requests and only showed them to Bob C, former Selectman Dennis O'B and past ConCom Chairman Shaun G. WHO HAS REALLY BEEN KEPT OUT OF THE LOOP FOR THE PAST EIGHT YEARS?  Not only Julie F and Bob M but all the RESIDENTS AND TAXPAYERS.

This right to petition falls under Article XLVIII of the Constitution of the Commonwealth. It is believed signatures for this Initiative Petition will be accepted at the Clerks Office until November 23 2011.

Selectman Jeff Bennett's letter to the Gardner News

Third Grade math lesson for TGN  



After the BOS meeting on Monday, September 12, 2011 and an article in TGN on Monday, August 29, 2011, I believe it is time for the taxpayers of Templeton to consider some math questions. Page one and page 3 of Aug. 29 issue of TGN talks about legal costs for Templeton. Selectman Robert Columbus talks about a disservice to the taxpayers by changing town counsel. Consider that Templeton spent $34,814.96 on legal in fiscal year 2004. In FY 2005, town spent $89,810.89, 2006: $76,448.73, 2007: $74,306.47, 2008: $82,453.65, 2009: $86,504.95, and 2010: $82,308.88. In 2011, town spent $47,387.01 and encumbered $25,067.99 for anticipated additional legal expenses, which would bring 2011 spending to $72,455.00 if these anticipated legal costs play out. Since this money was budgeted for, could one assume the BOS anticipated spending this amount Now I may have had third grade math at little ole Templeton Center school, but I believe the numbers add up.

Paving of the roads

I would like to commend Bud Chase, Mark Kasper and all the Highway Dept for the AWSOME job they did on the roads in East Templeton. They look great and guess what they didn't damage any water lines or light poles -ha-ha-ha!!!!   and the residents are glad they didn't have to wait 2 or 6 or 15 years like some wanted them to.   Highway department is GREAT!!!!!

Animal Control Officer & shelter

It all started with "where does the bottle and can redemption money go? There is no record of it being turned into the town. Why doesn't the animal control office advertise the animals for adoption on the town's website? Why not put pictures up at the town hall(s). Dear Mr. Brandt,

Would you please let me in know writing what you are doing about the wind turbine that was installed by the Burdin’s in 2009? As you know this was done without their filing a building permit or going before the Planning Board as required by Templeton’s bylaws.

My whole issue with this is that Ms Burdin is one who continually tells those who go before the Conservation Commission, of which she is a member, “that there are rules and laws that must be followed”. Most recently she said this at a ConCom meeting to members of the Senior Center Oversite Committee.  Do the laws not apply to her? She says that her wind turbine was put up before zoning, I know for a fact it was not. What about a building permit? This is not the first thing that she has done things against the laws and by-laws. She built her house around 1990 without a building permit and without any frontage. In the spring of 2009 the Burdins put a big sign up and were selling landscape material without a sight plan assignment. They took the sign down when neighbors complained.  

I expect something to be done regarding Ms Burdin’s total disregard of the laws and bylaws of Templeton. Other taxpayers abide by Templeton’s laws and bylaws.  How does it this make the Town of Templeton look when a Conservation Commission member herself can’t seem to go through the proper channels and departments which are dictated by law. I am forwarding a letter to the Board of Selectmen because I also believe they should ask for her resignation from the Conservation Commission.

In my opinion (Selectman’s meeting Aug. 1st 2011

When then “pledge” ended I personally added to the end of the pledge, “justice for all” except P.H.C. Sr. To this day not ONE of my requests or complaints have been answered by the Board of Selectmen,”not one” I’m talking about new selectman and old selectman. I made a request on paper at an appointment hearing not to re-appoint a person and my request was ignored, not misplaced – ignored.

In 2003 the Con-Comm voted to give JoAnn Burdin 1500+ dollars that was left in the allocated account from town meeting for the Conn Comm – this money was supposed to go back to the town but Andrews, Grimley, Hendricken decided to give it to Burdin for so called extra work as  a volunteer.

The feral cat bite

Sunday June 19, 7AM I had a hard time sleeping the past 10 days as my girlfriend and life saver Susan Byrne was bitten by a feral cat, while trying to protect her two love of her life puppies.  The feral cats are bigger than her dogs. 1 a cocker spaniel and the other a Maltese mix. We have complained to the animal control and police several times. The only common sense answer I received was (you know what to do Pauly) yes I know what to do but I think this feral cat thing is a set up by someone to jeopardize my business. Recycling center on 50 acres.

Hello Friends – The “merry go round” has not stopped. I attended the Selectmen’s meeting Monday night (June 13th) and what a circus. It turns from Gestapo type meeting to a “who knows” meeting. The agenda was run a “a pick as you go” agenda – with appointments jumbled around and passed without question because most of the board didn’t know who was talking about who! The people in the audience were trying to figure out what the board was voting on.

Hi people-
Did you like my latest blog April 22, 2011, it sure says it like it is, right? I have been preparing for the election May 2nd 2011, helping pass the word on, who in my opinion should be put in as selectman. A lot of people I talked to say they don’t even care who gets in as selectman, and my reply was to them “Don’t cry when you or your grandchildren can’t afford to live in Templeton because of the way the town is run by the I want – I want group with the big wallets “.  Not even caring what impact those decisions have on our lives and well being and on our children and grandchildren.

Town Meeting

Town elections, it gets even better, what about Town Meeting last night.  Mr Moderator you have a gavel, why not try using it....Town Accountant...hello...the town tax rate is not $14.?? it is $12.55.  Town Counsel...really, do you have to look up in "your book" what "to table" a town meeting article means?  Kudos to the town of Templeton residents for the turnout at last nights meeting, you are not only getting involved and making your own decisions you get to see the Town live in action.

What happened at the Election

Would someone please explain to me what happened at the Town Elections last Monday. How could everyone leave Narragansett thinking that Julie Farrell and Jeff Bennett had won the two openings for Selectmen. Tuesday morning the Town Clerk swears in Jeff Bennett as a selectmen, then an hour later she swears in Gerald Skelton saying he won. We know that Julie got the top spot, but why all the confusion on the second place finisher? Even The Gardner News had Jeff as the second spot winner.

In response to Bob Columbus’ letter to the editor dated March 25, 2011 to end the harassment in Templeton.  This is my opinion. I find it ironic that a selectman can write in the paper about how a Sewer Commissioner apologizes for "harassing" an employee when that same selectman was guilty of the same thing and wasn't "MAN ENOUGH" to actually apologize.  Instead he squirms out of it, with help from the Town Coordinator, by reading a poorly written self serving note at a public meeting.  The note then was shoved in an envelope and anonymously stuck in an internal mailbox at the Town Offices.  What a fine example of a "leader" again bullying a commissioner.

As a Templeton town official (under protest) up for re-election for the position of Sewer Commissioner (SC) in the May election I feel it necessary to respond to Mr. Columbus’s LTE “Let’s end harassment, make changes in Templeton” in TGN 3/25/11 edition.
The harassment issue involving the alleged politically appointed past Madame Chairman of the Advisory Board that Mr. Columbus speaks of seems to involve a letter that was typed by past Madame Chairman. This letter is alleged to be her termination letter. It is believed this letter is a public document and can be obtained at the Selectmen’s office. It is my opinion that readers of this “termination letter” may find reason to disagree with our past Madame Chairman of the Advisory Board and Selectmen Columbus. When one looks at the hiring process used by the Selectmen and specifically Gerald Skelton and Robert Columbus it appears political favors were handed out. It is alleged these “favors” were delivered after our competent past secretary was harassed from her position by elements at the Selectmen’s office, most likely Candidate for Selectmen Gerald Skelton.

Templeton Residents will have the opportunity to vote on a citizen’s petition concerning ending the practice of Fluoridating the public water supply at the Town of Templeton Annual Town Meeting to be held starting May 10 2011. As the person responsible for submitting the Citizen’s Petition for the removal of Fluoride from our water supply I would like to bring to the publics attention a few salient facts as discussed in the book “The Case Against Fluoride” by the authors, Connett, Beck and Micklem.
Fluoridation is a very bad medical practice. Once fluoride has been added to the public water supply, there can be no control over the dose people receive or who receives it.
Fluoridation defies medical ethics. When communities fluoridate their water, they are doing to a whole community what an individual doctor is not allowed to do to anyone: prescribe medication without the individual’s consent.

The Conservation Agent was hired in February 2008 at a Grade 6, Step 3. In a Letter dated March 2008, the Personnel Administrator stated the agent would be paid at Grade 6, Step 3 $15.85 per hour with an extra $4.15 per hour from the wetland protection fund. (How is this fair? This is double dipping.) The MGL 40 8C that the Conservation Chairman is always quoting does not give authority to just throw extra money in the agent’s pay. As a matter of fact the Massachusetts Conservation Commissioners Assoc. handbook specifically states that Conservation Commission agents and staff must follow any Towns personnel policies and by-laws. It also states under H.B. 4.3.2 a Town Meeting vote is required to spend any money from the Wetland Protection Fund. So the agent was paid a total of $20.00 per hour from the time he was hired in Feb. 2008 to June 30, 2008. It never went before Town Meeting. Wasn’t this also a violation of the Personnel Policy which was accepted by the voters? How is this fair to other employees? No other department is allowed to do this not even the Sewer Department which has an enterprise fund. As a matter of fact a few years ago, the then Chairman of the Board of Selectmen took pay away from the Sewer Commissions secretary even after their budget was voted at Town Meeting because it was in violation of the Personnel Policy he claimed. The Agent was hired at a Grade 6, Step 3, $15.85 per hour, yet he was always paid more.

new school

so they want $950,000.00 - $825,000.00 to buy land on Otter River Rd for the new elementary school, combined 4 parcels two owners,. Not in your live time worth $825,000.00. Then they want $125,000.00 to having an engineer check it out. Now they say they can't use the land John and Doris Brooks had agreed to so generously to donate because they claim it is wetlands. Well I went on the DEP website and looked at the GIS maps http://maps.massgis.state.ma.us/WETLANDS12K/viewer.htm for anyone who doesn't know what parcels it is the Chaves house (formally Tolman's) and the woodlot next to it owned by the Inmans for the real old timers like myself it use to be Kalel's junkyard and turkey farm. Well the MassGIS shows "wooded swamp mixed trees and wooded swamp deciduous " it also show streams going through the property. now if you move the map to the Brooks' property it doesn't seem to show any of this, mmmm ???
Is the Mass/DEP wrong????
