Concerned Observer
I attempted to put this ad (see below)  in the Gardner News today for Friday’s newspaper. (A newspaper that now costs $.75 per issue, or a 25% increase in price for these economic times--no improvement in content however.) Do I detect MONOPLY.  
The girl at the advertising desk asked me what the ad was for and what is my name.  The objective of the ad was to get additional concerned citizens to read Pauly’s Blog and ultimately get the “hits” to exceed 200,000.  She then took the ad to someone else for review and I was informed that they could not publish it without the approval of the publisher. I do not know if it is the content of the ad or the subject. I informed the girl that I would not be back.

  1. All of the ballot questions failed. Around a 1,000 votes total. I don't have the exact figures. I'll get them tomorrow. To those who took the the time to vote, thank you.

    1. Julie - I would like to propose a new by-law for Templeton. All Prop 2 1/2 override requests must be considered at the May town election.

      I think that is the best way to be fair to the taxpayers. This tactic of trying again and again is getting old. We can vote no two or three times, but one yes vote and the voting stops. Ridiculous.

      Planning a budget, including capital expenditures, would better inform taxpayers. No business on earth has repeated re-budgets on a regular basis. They set a budget and stick to it. Department heads don't keep going back time and time again to lobby for additional money. There is a budget cycle for a reason.

      Another issue to discuss is end of year spending, like the desks and printer you publicized. Thanks for that info. What would have happened to the $3k if it was left in the office expense account at the end of fiscal year? Would it have reverted to free cash? Who signs off on that type of purchase? It wasn't voted by the selectmen.

    3. Mark B - The"new" advisory board is trying to address these issues. If you can, try to get to one of there meetings. and let them know your concerns. their job is to look out for the taxpayers and the financial future of the town. at last weeks meeting the all introduced themselves and stated there experience - it's good team. (we just have to keep and eye on VW's cousin Mary Lang)

  2. Big Wes you are correct to realize what a gem this blog has become. Pauly is not afraid to put up articles that the mainstream media is afraid to touch. Recently I sent Pauly an article on the Oklahoma City Bombing that occurred on 4/19/95 the same day the Sewer Commissioners were meeting with the EPA and American Tissue in regards to the WWTP contract and the User Charge Regulations. This article concerning Oklahoma City mentions how Timothy McVeigh's bomb was not the bomb that killed those innocent kindergarden children. The bomb that killed those children was already in the building. Beside that bomb two other bombs were deactivated by the bomb squad that just happened to be having a drill at the same time. There were a total of at least four bombs that day, thus the title Four Bombs not One? Pauly is the man when it comes to getting the truth out to those who have been misinformed and that by the way is all of us out here in gullible land.

Mark, on the desks, the secretaries put a question to each selectmen about the purchase, then a sheet was placed in the office near the folders where invoices are placed for review and signatures, with the exception of payroll and somethings that are voted for the chair to sign, 3 selectmen signatures are required to pay a bill, in Templeton anyways. I checked no for the desks, the other 4 checked yes. I did not think it appropriate to buy desks when taxpayers were being told the budget was tight and shortfalls would be outlined. The other moves by columbus, wilder and mullins cost the taxpayers big time, change town council, removal of Jeff Ritter and bring back carol skelton, along with carol skelton playing with town meeting articles after they had been voted and sent out for review. Remember, just because you may sound paranoid does not mean they are not out to get you.

    1. let's clarify - this was before Julie got elected in May so the four that said yes were - Columbus - Wilder - Stewart and Mullins. good job people - oh ya and Carol Skelton was the "temporary interim town coordinator" at that time. obviously Mullins doesn't care how a town looses money (winchendon). and VW seems to care more about running to "her dear friend" Carol S after every meeting she attends, no matter what the time - just my opinion

    2. If you think about it, those $3000 desks saved us from Carol staying in office until the end of June, as they needed extra $$ to pay her. Too bad her dear friends can't do simple math.

    3. Jeff- thanks for that info on the desks. Do you know what would happen to money not spent at the end of the fiscal year? I think it might revert to the general and be (eventually) certified as free cash.

      We need a Templeton by-law that says we only vote on Prop 2 1/2 questions once per year. Templeton has a long history of special elections. This latest one cost money that could have been spent elsewhere. Or, could have been NOT collected as taxes. The school department and the (former) board of selectmen would present the same question over and over. It would be a very good policy (and a great by-law) if Templeton only voted ONCE per year on overrides.

      Let's let it be known that a department has only 1 chance per year on an override. We should have a spirited debate on the merits of each request. That debate should take place over the course of a year. At the end of the debate, taxpayers would have the best case that could be made from all who choose to speak up.

      We would avoid the desperate votes on the 2nd week of January. We would avoid the ridiculous scenario whereby we hold multiple "special election" in the same season for strategic reasons. Strategy should not be employed in scheduling an override vote. When a department says it will fund the costs of an override, I think many voters will be offended and vote no. I always will. We have a poisoned well that has been gone to without any adult supervision. The school department and the town have gone to this poisoned well far too often. The taxpayers are not convinced of the need for these expenditures, but it still costs us money. Wasted money.

      Thank you for your service to our country, and thank you for your service to Templeton. You're an American patriot, you should be proud.

It is true that the town may be going down the tube financially due to events of the recall and the return of CS and the mismanagement of the past eight years by individuals only looking out for their own self interest. Jeffrey Ritter was persecuted and treated poorly by these same individuals. Looking on the bright side we did get two great songs out of the deal to lift our spirits high!!

    1. It is truely a sad day when we do not have a local paper we can go to for anything. To tell the truth, to be told the truth, it is just not going to happen with the Gardner Snoos. Some of us have decided to boycott them, let their .75cents a day sink them. The paper is not worth the ink or the paper it is printed on. Because of poor reporting, not everyone is aware of what Team Skelton has done to our town. At the school when we went to vote, who was hanging around? The Bubba himself! I told Bart., He is like dog s---. It is every where, and when you step in it, you can't get rid of it. This bunch has no shame. Somehow, we need to let everyone know the truth. The paper has got it comeing to them, and my crystal ball says it won't be long now. My opinion, Bev.

I think they're finally realizing that they are not liked or trusted, and that they are being pushed out of office, committee appointments, etc. I think Skelton is smart enough to know when not to speak or show himself, but Bubba hasn't caught on yet, and I don't think VW will either when she's ousted.
