Citing record-breaking snowfall, non-stop freezing temperatures, twenty-five storm-related deaths, and initial state and local costs of $400 million, Gov. Charlie Baker has requested a major disaster declaration from the federal government for the 28-day period starting Jan. 26 through late February.

Gov. Baker filed the Massachusetts request with the Federal Emergency Management Agency (FEMA) on March 27. If approved, FEMA would reimburse cities, towns and the state for 75 percent, or approximately $300 million, of eligible storm-related costs.

Our communities were buried by nine feet of snow and record-breaking costs from the January blizzard through February. The Baker Administration has estimated that state agencies and municipalities piled up $350 million in plowing and snow removal costs, along with $50 million in other storm-related expenses. The MMA’s estimate is that communities spent more than double what was budgeted for snow and ice removal, and are running deficits of $142 million because of the unprecedented series of winter storms.

The state’s official request is for President Obama, based on FEMA’s advice, to make the federal disaster declaration for the extended period of time from late January through the end of February, instead of only the largest storm (the January 26-27 blizzard). If the extended declaration is made, the federal government would reimburse 75 percent of costs associated with the unprecedented series of storms, instead of only the one storm at the beginning of the winter barrage.
