Town Administrator Report -
 Snow & Ice is depleted - $235,000spent thus far.
Playground funding $85,000 was cut under 9C. Can't use CPC funds.
Outreach Coordinator at COA will be funded by CDBG grant for FY 15 and FY 16

Capital Planning -

Presented the Capital Plan for  FY 16 which was endorsed by the board.
 






Minutes were approved

Crow Hill MotorCross license - was approved after discussion.

Ahimsa Haven-
Ahimsa Haven made a request for a contract extension for 5 years. They would like to make improvements in the animal shelter and want the security of a longer lease agreement. The BOS can authorize a lease agreement for a 3 year term. The board voted for the 3 year term. Town meeting can vote to extend the lease for 5 years.

Annual Town Meeting Warrant-
The warrant for the annual town meeting is now open until March 30th at noon. The special town meeting warrant is open. The date to close the STM warrant  is to be determined. The STM within the annual town meeting should only be used to make end of the year transfers which exceed the amount of transfers that can be executed by a joint meeting of the BOS and Advisory Board. 

Letter to the Attorney General-
Discussion about sending a letter to request the attorney general to review the 4 items from the  "Investigation" -

To see if the Town will vote to petition the General Court for special legislation as set forth below; provided, however, that the General Court may make clerical or editorial changes of form only to the bill which shall be within the scope of the general public objectives of this petition, or take any other action relative thereto:

An Act Relative to Request a review by the Attorney General into the Following Incidents in the Town of Templeton.

The citizens of the Town of Templeton hereby request a review by the Attorney General into the following incidents:

A review with written recommendations into the activities of the Municipal Building Committee to include all transactions regarding the purchase of the 252 Baldwinville Road property and the USDA loan application process.

A review with written recommendations into the procedures and activities to allow the settlement and return of a gift of $369,681.40 to Casella Waste Systems on November 13, 2008.

A review with written recommendations into the activities and actions of the Templeton Board of Selectmen and the Templeton Municipal Light Department to enact Chapter 93 Acts of 2000.

A review with written recommendations into the activities and actions of legal counsel, Kopelman & Paige, regarding case 02-2424C heard before Judge Cornetta of Worcester Superior Court as well as the settlement of the Templeton Waste Water Treatment plant lawsuit and the Writs of Attachment.

After discussion, the vote was 3-2 against making this request.

Agricultural Commission -
The Agricultural Commission would like to increase its membership. in order to increase its membership, it would need town meeting vote.
Mac & Cheese Cookoff-

Friends of Templeton Elders would like hold a Mac & Cheese Cook off on July 4th as a fundraiser. 
More information will be forthcoming about this event.
