TEMPLETON — The state’s Department of Agricultural Resources and Department of Developmental Services are evaluating bids for the lease of 275 acres of agricultural land at the Templeton Developmental Center, with a decision expected early next year.

“They are able to open the property up for bid because they will maintain it for agricultural use,” said DAR representative Krista Selmi. “In other words, it would be a continuation of the historical use — it is not a disposition nor is it a redevelopment.”

Seven proposals have been made for various uses of the areas that encompass the 275 acres at the more than 2,000-acre property.

Spencer begins fiscal review to prepare for state-set school budget

SPENCER — Two days after the Spencer-East Brookfield Regional School Committee voted to turn down a reduced budget that the district's voters had approved on Saturday, Spencer Town Administrator Adam Gaudette was emailing the state Department of Elementary and Secondary Education.

The DESE is expected to take over the school district's finances in December, but Mr. Gaudette said he'd like to know as soon as possible how much money the town will need to spend on education because it will have an impact on local services.

"It is imperative that we know so we can get the tax bills out by Dec. 31," Mr. Gaudette said.

TEMPLETON — Town officials are now planning to sell 252 Baldwinville Road through a commercial brokerage after no bids were received for the property by Monday’s deadline.

“We have complied with state law. We have posted on the central register, advertised in the newspaper, on the website, on bulletin boards,” said Town Administrator Jeffrey Ritter. “Why not turn it over to a commercial real estate broker to see if they can effectively market it on a contingency for a percentage of the sale price, as all commercial properties and many residential properties are?”

The first item discussed was a major drainage issue brought to the board’s attention. Homeowner Jennifer O’Dea brought many pictures and a plan to address the flooding on her property, which occurs every time there is significant rain.

After much discussion, the board asked Bud to put some numbers together on the cost of installing a larger drainage pipe under Lord Rd. It seems this drainage problem has been an issue for many years.

TEMPLETON — The Narragansett Historical Society presented its inaugural Vintage Engine, Tractor and Car Show on the Common Saturday, and the turnout surprised everyone — even the organizers.

Brian Tanguay said he was happy the weather was cooperating. Vintage farm machinery, small engines, farm and garden tractors, lawn tractors and vintage cars dating back as far as the early 1900s filled the Common during the event.

“Half of these would not have come if it was raining,” he said.

Of the nine kids born to Richard and Judy Perry of Freeland Street, everyone agrees that the family favorite was Dennis.

Gentle, happy and childlike, Dennis was born with a developmental disability and had an IQ of 40. But what he lacked in intellect he made up for with an infectious enthusiasm for just about everything — sports, animals, the Beach Boys, travel and family softball games that typically featured a beaming Dennis batting for both sides.

"Dennis was the life of the party," said his sister Nancy Perry Mias. "Everyone was drawn to him. He was so easy to please, and you just wanted to do things for him."

Spencer-E. Brookfield voters send 'compromise' budget back to school committee

SPENCER — Voters from Spencer and East Brookfield on Saturday sent the school budget back to the school committee after offering a compromise of $23,331,558, less than the school department requested, but more than residents have been willing to fund in earlier votes this year.

The new budget figure was approved by a secret ballot vote of 262-197, with far fewer voters than anticipated attending the two-hour session.

Now the budget heads back to the school committee where four members, Vincet Cloutier, Kevin Hayes, Christopher King and Kurt Nordquist, have pledged their support. But that won't be enough for it to pass and prevent a state takeover of the school district.

TEMPLETON — Special Town Meeting voters on Wednesday approved appropriating funds from a $620,000 Proposition 2 1/2 override toward the Narragansett Regional School District’s budget and the restoration of town employee hours, but rejected citizens petitions seeking to continue efforts to renovate 252 Baldwinville Road for use as a town hall and sell the vacant East Templeton Elementary School building.

“I believe 252 belongs back on the tax rate and used as a factory,” said Peter Farrell. “East Templeton could add to the charm of this town.”

Selectmen in East Brookfield said the town won't need an override of tax-limiting Proposition 2½ if voters approve a reduced regional school budget of $24,031,558 at a districtwide meeting Saturday afternoon.

East Brookfield had been facing a potential override of $260,000, down from $405,000, after the school committee cut its proposed budget from $24.7 million to just over $24 million.

Residents of Spencer and East Brookfield will meet jointly Saturday to act on the proposed $24,031,558 budget.

TEMPLETON — While the lack of a quorum led to the cancellation of a planned meeting, Board of Selectmen Chairman Jeffrey Bennett on Monday expressed optimism regarding the outcome of tonight’s Special Town Meeting being held largely to appropriate recently approved Proposition 2 1/2 override funding toward the town’s assessment to the Narragansett Regional School District.

“I scheduled this meeting in case anyone had any real issues or questions,” said Mr. Bennett. “(Wednesday) we have the special town meeting question about divvying up the money, and it should be smooth.”

Following an August joint town meeting with Phillipston during which voters approved providing the school district with its full requested budget for the current fiscal year — representing an additional $550,749 over what voters at Templeton’s Annual Town Meeting approved — town officials requested a $620,000 override as a way to stave off significant municipal budget cuts.

Selling the property puts it back on the tax roll. I do not support throwing good money after bad. The sale of 252 Baldwinville Rd is a short sale. The town will take a loss on the property.

If you review the list of documents 252 Baldwinville Rd (for Senate Bill 623), you will discover that this building was purchased without an appraisal, without a building inspection and without a 21E. This lack of due diligence on the part of the former/current municipal building committee has added exponentially to the cost of the project

SPENCER — While selectmen have been begging the Spencer-East Brookfield School Committee to review insurance costs and set a higher contribution rate for retired teachers, school officials have for months said that wouldn't be doable.

But, one committee member said, a recently discovered letter indicates that a simple vote would be all that is needed to make the money-saving change.

A second letter, an email, has surfaced indicating that another committee member thought the board should hold "private" sessions to work on the budget, which, if a majority of the board were present, would be illegal.

TEMPLETON — Dennis O’Brien greeted people that flowed constantly through the doors Saturday at 252 Baldwinville Road, the proposed site for town hall operations.

Mr. O’Brien spoke of the project’s history since the original vote to appropriate funds in 2006.

 “The town voted to buy this building for $400,000, and then they appropriated $1.9 million to renovate it. Once we started working on it, (the state) changed the building code for the roof from 35 pounds per square foot to 53 pounds per square foot, so now we had to reinforce the roof. It increased the cost well above what was allotted on town floor. They disbanded the committee ... The committee was told that if the plans had been completed and approved, the project would have been grandfathered.”

Quaboag school district's recruitment mailers under fire

SOUTHBRIDGE — At least one resident and numerous officials here are still seething about Quaboag Regional School District's use of public funds to recruit Southbridge students last spring.

Resident Michael Murray successfully petitioned state Sen. Richard T. Moore, D-Uxbridge, to propose a bill that would prohibit a municipality or regional school district from using public funds or other public resources to recruit students from outside the municipality or regional school district.

The petition of Mr. Moore and John V. Fernandes, D-Milford, was discussed during Thursday's Joint Committee on Education at the Statehouse in Boston. No action was taken, Mr. Moore said.

In April, Quaboag, which consists of Warren and West Brookfield, mailed more than 19,000 postcards to parents in Southbridge, Spencer, Ware, North Brookfield and East Brookfield, Superintendent Brett M. Kustigian said at the time.

QRSD spent $4,543 from its operating budget on the postcards, he had said.

TEMPLETON — Following the submission of a citizens petition to the town clerk with 210 signatures, a special election will be held Jan. 14 to fill the vacant seat on the Board of Selectmen.

“We are doing a disservice to the citizens because our bylaw says five seats,” said Selectman Kenn Robinson.

One of the five seats on the board has been vacant since the resignation of Virginia Wilder in May. Although the board has held several special elections — including this week’s Proposition 2 1/2 override vote — state scheduling requirements have meant the seat has not been voted on.

“There wasn’t enough time to take it on,” Mr. Robinson said.

In two recent editorials published by The Gardner News, the discussion about the building located at 252 Baldwinville Road in Templeton that was purchased for the purpose of building a town hall has been vicariously filled with interesting exchanges. As usual in my community, and as expected sadly, the scenario of, “If you’re not for us, you must be against us,” instead of, can two sides come to a mutual agreement, has seemingly taken yet once again a dark foothold and left yet another print that continues to soil the soil of our community.

BARRE — A growing population in Hubbardston could provide the town with more seats on the Quabbin Regional School Committee as part of proposed changes to the district’s regional agreement, and several public forums have been scheduled to discuss the possible updates.

“Based on the 10-year census, Hubbardston has grown,” said committee Chairman Mark Brophy.

The school district’s regional agreement is nearly 30 years old. Having been approved in 1985, it predates the Massachusetts Educational Reform Act of 1993.

“It’s outdated and it needs to be changed and updated,” Mr. Brophy said.

The funding was sought to provide an additional sum for the Narragansett Regional School District’s budget and reinstate town employees’ hours while staving off major cuts to town services.

TEMPLETON — With the possibility of town services getting cut by 30 percent, voters Tuesday night approved a $620,000 Proposition 2½ override.

The override was approved 958-736, allowing the town to maintain budgets that would have been cut to pay for an increase approved in the summer for the Narragansett Regional School District budget.

After the vote was announced, Police Chief David Whitaker said he was pleased with the community's support. He said the department would have faced significant cuts if the override had failed.

TEMPLETON — Whether or not voters approve a $620,000 Proposition 2 1/2 override at the polls today, an Oct. 23 Special Town Meeting will need to determine how the town will provide $561,000 in additional funding to the Narragansett Regional School District for the current fiscal year.

“We have to pay the assessment,” said Town Administrator Jeff Ritter. “It’s not a question where we can negotiate with them. We already voted to pay the assessment, so we have to pay for it out of what the town has.”

TEMPLETON — Dwelly Farm played host to the North County Land Trust’s annual meeting and inaugural fall festival on Saturday, a day filled with hiking, pumpkin painting and local vendors offering products from apple dumplings and solar deck gardens to alpaca sweaters, fudge, organically grown vegetables and magic wands.

The nonprofit land trust has a focus area that includes 14 communities in North Central Massachusetts. Dwelly Farm, a dairy farm in South Templeton, has been owned by the Dwelly family for over 100 years.

PHILLIPSTON — The town’s annual Fall Pumpkin Festival and Giant Pumpkin Weigh-in — the latter being the oldest event of its kind in New England — began with a few pumpkins and lots of hometown feeling on Saturday as people set up their baked goods, quilts and other handmade items on the Common.

Scarecrow building, cupcake decorating and pumpkin whoopee pies were available for all to enjoy. Pumpkins were weighed and judged in the drizzle, and most agreed that 2013 was not the best year for growing the massive gourds.

TEMPLETON— Following the closing of the rehabilitation unit at Heywood Hospital, former administrators will now be overseeing a rehabilitation unit at what is now known as Baldwinville Skilled Nursing and Rehabilitation.

“It’s a privilege to be working with them,” said Executive Director Lee Carroll, a former administrator at Heywood Hospital.

I’m 70. fixed income. Live on depot rd. always have a sign, “NO OVERRIDE”.  That’s for the school, where the money doesn’t go “for the children”, it goes into a giant hole!!  This time it’s for US!! Our security!! Our safety!! We need this to pass and I’m still CHEEEEEP!!! Between all the name calling, let’s look at a practical matter.  My guess, although I know little about the real estate business, is property values go DOWN if you a “part time” town.  Let’s say it goes down only 5%, even though I feel it would be much more.  My valuation is $240,000 or 40% above the “average”.  With the override my tax goes up 74 cents a day, 53 cents for the average: if my property goes down by 5% I loose $12,000 dollars.  At 74 cents a day I can pay it for 44 years.  Looks like a great deal to me!!!

To the editor:

I would like to comment on  the Sept. 24 article that appeared in The Gardner News’ regarding the Templeton town hall plan, as well as the recent letter from Keith Kent “Unification for the good…..”.

I agree with Mr. Kent 100 percent that unification would be good for Templeton, but I fail to see how he could possibly believe that the property at 252 Baldwinville Road and the questionable numbers, unethical behavior, and blatant self-interest represented by that building will ever do that.

TEMPLETON — Uniting residents to help those in needs, the group Citizens4Templeton is hosting a benefit event at the Templeton Fish and Game Club on Saturday for two Highway Department employees currently on leave as they battle serious illness.

“It’s a support thing for the two guys that are sick,” said David Smart, a co-founder of Citizens4Templeton and a highway department employee. “To have people come out and have a good time, it already has helped them immensely, knowing things are being done. I don’t think we can raise enough money to fix it, but just to show we’re thinking about them and hoping they get better — we’re hoping they see the support behind them, and it makes their day.”

As a bus driver in the town of Templeton for 32 years, I can vouch for the highway and cemetery departments as to our road conditions. In my 32 years, I got stuck once and that was my misjudgment as to where the ditch was while I was backing into a side street.

      In a LTE on Saturday, October 5, 2013, Keith Kent incorrectly writes that Jeff Bennett would jump out a window to take the first offer that comes along if it was close to the asking price. There is no asking price; the building at 252 Baldwinville Road is for sale through a bidding process, meaning the highest bidder could buy the building. The BOS however retains the right to reject any and all bids. At a BOS meet on September 23, 2013 and published in TGN on Wednesday, September 25, 2013, I did say and it was written that I would jump out a window to sell it if an offer of $400,000.00 was made. I would appreciate accuracy, honesty and some homework by all those who write and publish letters in the newspaper. I am often asked for backup material for letters I write and I hope that is the practice for all others.

Templeton and the Back Bay Project are considering submitting applications for a Block Grant. The money Templeton is seeking is very hard to get. It is critical that the Town be able to show strong Community Support for the grant we are considering submitting applications for.

To the Editor:

Why is the town of Templeton just as divided as our federal government? If you ask anybody who lives in Templeton such as I do, they will most often tell you they do not live in Templeton. As with our federal government, these invisible, but yet immensely powerful dividing lines in the very fabric and fiber of our community do nothing but delay progress.
